RAYNE begins his presentation. RAYNE has pictures to go along with his presentation. RAYNE My assignment was to give recommendations on how to fix the government. RAYNE nods. RAYNE To that end, I have come up with what I call 'Physical Accountability'. RAYNE begins. RAYNE During the election cycle, every time a politician makes a promise; RAYNE That promise is etched upon a 5 pound weight that is then hung around the candidates neck.
